Recycling what’s left: Whitecleave Quarry Recycling Centre

MVV is proposing to develop a recycling plant to process Incinerator Bottom Ash (IBA) At Whitecleave Quarry. This is the ash that is left over after residual waste from South West Devon, including Buckfastleigh, has been burned in an Energy from Waste (EfW) Combined Heat and Power (CHP) plant which MVV is proposing to develop at the Royal Naval Base at Devonport. This would amount to around 57,000 tonnes per year.

Further, Gilpin Demolition is proposing to develop a materials recycling facility (MRF) at the quarry to process construction and demolition waste from their demolition business. This would amount to around 25,000 tonnes per year.

The development has several phases:

  • First, MVV and Gilpin Demolition will submit a planning application to Devon County Council. This will also be accompanied by a full Environmental Statement, and both sets of documents will be publicly available. The application review process for such a development usually takes up to six months.
  • Subject to receiving planning permission, Gilpin Demolition would then build the MRF. Construction will take up to six months after which the MRF can be operated.
  • The IBA facility would be built after the MRF. It would start taking IBA in 2014, the year when MVV expects to start operating the EfW plant in Devonport, subject to receiving planning permission from Plymouth City Council.
